Change-control expectation

A substantive protocol or implementation change should state:

1. the authority and scope under which the change is made;
2. the requirements or implementation surfaces affected;
3. the tests that demonstrate expected behaviour;
4. the machine-readable evidence produced;
5. any assurance or interoperability claims that remain explicitly out of scope.
