Design Principles

The specification is governed by the following architectural invariants:

  1. Identity does not imply authority.
  2. Key control does not imply accountability.
  3. Capability does not imply permission.
  4. Authority is contextual and bounded.
  5. Delegation is distinct from ownership or control.
  6. Downstream authority may narrow but must not expand.
  7. Assurance applies only to the evaluated subject and scope.
  8. Material change requires reassessment.
  9. Revocation is incomplete until enforcement surfaces converge.
  10. Consequential action must be reconstructable.
  11. Registry decisions must be contestable and repairable.
  12. Derived state must disclose provenance and freshness.
  13. Technical interoperability does not imply governance recognition.
  14. A registry supplies evidence and governed status, not universal trust.
